Scout Leaders constitute one of the most important elements of scouting education.

 

      It is unthinkable that the environment and auxiliary mechanisms used in the scouting training process and especially the technology level of these mechanisms can be ahead of the Scout Leader, who is the guide of the training.

      Scout Leaders shape the future of the society and the Scouts as individuals, transfer the knowledge, skills, attitudes and values that ensure the continuity of cultural life to the Scouts, ensure the intellectual development of the Scouts and prepare them for the challenges they will face in the future, ensure the development of the interests, abilities and personalities of the Scouts, contribute to the realization of the potential of the Scouts, They have undertaken the task and roles of providing the appropriate educational environment and realizing quality education. Due to the large number of roles undertaken, the subject of "The status of the Scout Leader" has an important place among the topics discussed and researched in the field of educational sciences. Because status; The position of the Scout Leader in the social structure, in other words, is the position or position deemed appropriate for the Scout Leader by his environment in the society. The scout leader should bear the responsibility of being a role model and should be an exemplary person in his family, business and social life.

 

      Scouting is not life-preparatory training, it is life itself. Therefore, it is a real-life education that supports/complements school education, which should be examined from all aspects and constantly updated to respond to increasing needs.

BASIC PRINCIPLES and CONCEPTS


Principle of Commitment to Atatürk's Principles and Revolutions: Although scouting is an international activity, it is the practice of every country.  Like the Turkish Scouts, the National Ideology aimed at Atatürk's Principles and Revolutions.

The Scout Word and the Principle of Allegiance to the Genre: In accordance with the Universal principles of the Scout word and Genre, Turkish Scouts adopt the Scout Word as their life purpose and the Scout genre as the way they follow to achieve this goal.

Principle of Non-Discrimination: Scouts include those owned by them, their Scout Leader, their parents or guardians; no discrimination on the basis of race, color, sex, language, religion, sect, philosophical belief, political or other opinion, national, ethnic and social origin, property, disability, birth and other status and qualifications.

Culture of Respect for the Scout: Instead of the perception, behavior, decisions and processes that objectify the Scout, the understanding that will make him a social subject should be placed in all areas of life and this culture should be developed on the basis of respect for the Scout.

Respect for Scouts and Democratic Values: Recognizing that Scouts have equal rights with Scout Leaders and all other adults, realizing freedom, equality and participation rights, which are indispensable for democracy, in Scouting practices.

The Scout's Right of Access to Information: The Scout's right to obtain information and documents from national and international sources aimed at improving their social, psychological and moral well-being and physical and mental health in order to increase their skills and abilities, which are appropriate for their own development.

The Right to Respect the Scout's Opinions: Every Scout with the ability to form an opinion should be able to freely express his views on all matters affecting him, regardless of age and maturity; as well as the right to expect these views to be cared for and respected.

The Scout's Right to Express His Opinions: The Scout's right to freely express and express his or her opinion, regardless of the borders of the country, in a way to use written, oral, printed publications and all kinds of art, or by any other means of his/her choice.

Well-Being of the Scout: Taking into account the current and future needs of the Scout, and a holistic perspective on the Scout, which is formed by taking into account financial income, health, education, home and environmental conditions, difficult conditions and security, participation, social relations, subjective well-being. Discrimination Against Disabled Scouts: Positive/positive discrimination for all disabled individuals to be shown to the public without being abused and to benefit from Scouting practices considering their disability.

Recognizing and Respecting Differences: Recognizing and respecting the individual's innate or acquired differences that cannot be changed.

Rights-Based Approach: The State guarantees the rights of the Scout child/youth; that the realization of children's rights and meeting their basic needs are considered essential; To provide legal and administrative facilities where violations of rights are audited with administrative and legal sanctions.

Lifelong Learning/Education: It is the general name of the information process that aims to gain and develop the knowledge, skills and values that people have gained throughout their lives, based on the idea that education and learning are not limited to school, and in order to adapt to constantly changing conditions.

The Concept of Participation: Taking the Scout's opinion and taking it into account in all decision-making processes regarding the Scouts.

Concept of Protection: To protect children and young people of all ages from all kinds of neglect and abuse.


Positive Discrimination: Individuals with the thought that they cannot use their rights for various reasons; other  the state of granting and enforcing special rights in order to have them on an equal footing with individuals.


Concept of Precaution: Taking measures for the Scout's right to life, health, social protection and development. Strategic Purpose: Conceptual expression of the targeted results in order to achieve the established Scouting vision. Strategic Action: Expression of the steps (action, project, etc.) to be taken in order to achieve the Strategic Goals.

All Areas of Social Life: Social life areas such as family, Scouting education system, society, local governments, non-governmental organizations, health, media, judicial and protection processes, constitution and law preparation processes, where the Scout's opinion will be taken.

Right to Life, Survival and Development: The right to life, survival and development is a group of rights that must be ensured in order for all children's rights to be implemented effectively.

 

EXPLANATIONS and SUMMARY

The Strategic Objectives in the Scouting Strategy Document are conceptual expressions that aim to realize how and with what steps the Vision set for Scouting in Turkey will be realized in a certain period of time. In the light of the question, it was expressed by all stakeholders as presented below:

Purpose 1 - To create and plan balanced and innovative policies in order to use and expand the scouting infrastructure and opportunities to meet the needs.


Purpose 2- To develop the institutional capacity of scouting.


Purpose 3- To improve the social perception and raise awareness towards Scouting, to strengthen the image and status of Scouting.

Purpose 4-  To recruit highly qualified, well-trained individuals suitable for Scouting as a Scout Leader.


Purpose 5- To make the scouting development of Scouts and Scout Leaders continuous.


Purpose 6- To implement effective regulations, practices and controls in order to ensure the highest level of life and property safety of the scouts.

Scouting Boards responsible for the implementation and/or coordination of operations for Strategic Purposes are also specified at this stage. Cooperation with other relevant public institutions/organizations and universities will be implemented by these Boards.

Each Strategic Objective is divided into appropriate, feasible and acceptable Strategic Objectives that are intended to be completed within a specified time.

To prepare a Scouting Master Plan (Duration: 1 year)
To prepare the Scouting legislation and present it to the Grand National Assembly of Turkey (Duration: 3 years) To establish the Scouting Union of Turkey (TİB) platform (Duration: 4 years)

To strengthen the infrastructures for the physical, technical and social needs of the centers and units and to improve the working environments.

CONCLUSION

In order to fulfill the expectations of the Turkish society from Scouting education, the practices to be carried out should be continued in healthy and qualified environments for our children and youth, with well-educated Scout Leaders who are constantly updating themselves and are happy to be Scouting. In order to achieve this, all Scouting processes should be examined in detail and policies for improvement should be developed. The "Scouting Strategy Document", which was prepared within the framework of this understanding, was designed to cover all environments and stages of Scouting education. This Strategy Document, which is not in a static structure, will be implemented by constantly updating.

There are 6 main objectives in the Strategy Document. There are a total of 17 goals related to these goals and 47 actions planned to realize these goals. Which Scouting Board is responsible for the realization of each objective and the planned realization times of the targets for this purpose are also stated in the document.

During the realization of the actions in the document, it is planned to receive support from different public institutions and organizations, as well as universities and non-governmental organizations. In this respect, the document represents an understanding that attaches importance to broad participation and cooperation during its implementation as well as its creation. With this understanding, the Gilwell Society will be responsible for coordinating and monitoring the implementation of the actions in the document.

The actions in this document, which was created in order to provide a standard and reliable environment and opportunities in Scouting education, and to ensure that every citizen in our country can receive a qualified Scouting education, will be implemented decisively in cooperation with the relevant institutions and organizations.

* Scouting  Strategy  The document was developed during the meetings of the founding board of Gilwell Turkey. A series of meetings were held on the current state of Scouting in Turkey and the current state of our Scouting was determined. It has been determined that the Scouting in Turkey "urgently" needs a new STRATEGY DOCUMENT, a roadmap. Solution proposals were collected and a strategy document was created. Undoubtedly, this study is open to development, discussion and renewal. Gilwell Turkey as 1954, Gilwell Education, which has given, giving, and considering to give an effort to Scouting
